Guillermo has also been instrumental in creating programming for the Chamber. In 2018, he spearheaded a long-term vision initiative called Transformando West Michigan that focuses on economic development for Hispanic businesses. The following year, he launched another program centered around workforce and talent development creating a pipeline to develop and connect Hispanic college students with area employers. In 2024, Guillermo led the team in creating an accounting services program that offers below market rates and aids Hispanic businesses in implementing solid accounting and financial structures. The initiative also allows for growth and access to capital.

In 2023, Guillermo launched a $11.6M capital campaign to build the new headquarters of the WMHCC and create a seed endowment of $1.5M to help with the financial sustainability of the organization in the years to come. The new headquarters will be named the Center for Latino Economic and Talent Advancement, which is projected to open in the summer of 2026. Once the new headquarters is completed, the WMHCC will be managing over $12M in assets.
